Alton City Council members unanimously approved Caffey’s resignation at their Oct. 28, 2026 meeting. Caffey's reappointment was previously rejected in a 4-2 vote of the Alton City Council on July 22, 2026.
Caffey, who previously served as the city’s director of Code Enforcement, Building and Zoning and Planning and Development, has been absent from several city meetings during ongoing litigation between the city and Mayor David Goins – a case in which Caffey himself is named a plaintiff.
An Aug. 21, 2026 consolidated motion filed in the case by City Attorney Rodney Caffey argues he and Greg were “unlawfully removed from their respective positions” under two challenged ordinances that were passed before Goins secured a Temporary Restraining Order, which temporarily reinstated both Caffeys until further court proceedings.
The two challenged ordinances include a heavily amended ordinance on city employee residency requirements which previously deemed each of Goins’s appointments “null and void” and subjected them to City Council approval, and a second ordinance which seeks to impose more transparent billing requirements on the city attorney.
Goins closed the Oct. 28, 2026 Alton City Council meeting by thanking Greg Caffey for his 25 years of service to the city and wishing him well in all his future endeavors.
